Horatio starts with a Dictatorship that also has one Senator slot and you can pick the party, but they CAN change government (and sometimes have to, because their govt is vulnerable to Unhappiness and revolts). They cannot be forced into anarchy by unhappiness, though, so they can capture as many systems as they want (just have to suffer the production penalties). The Cravers have a slave-oriented government and you simply pick which party you want in control, but they only ever get one senator slot, so must forego the extra Senator bonuses others get.

Government types have different global benefits. Best is to pick at least one hero from each party you're going to have in power. Having a party in power for which you have no matching Hero to become its senator means you are losing out on powerful senate bonuses.

The bonuses available vary quite a bit in impact and can make a difference to your global strategy. Everyone gets a chance at that one.) You have to spend your hero level ups to activate a Senator bonus, but it is a civ-wide bonus. And the last is always the same for everybody (So always has the same Senator bonus. Each hero will get one 'Senator' power bonus for each of his or her three 'leveling trees'. Your first Hero from a given party will become the senator for that party whenever that party is one of the ones 'currently in power'.
